Hi Jodie, Thanks for the post--its a great question. I don't know if externally rotated is a natural position but it seems as though there are a lot people walking around that way.
The external/lateral rotators (piriformis, obturators, gemellus group, quadratus femoris) are short and tight while the internal/medial rotators (Glute medius and minimus, TFL, Pectineus, Adductors) are weak. The internal rotators need to be strengthened by doing side lying work (Mat=Side lying series, Reformer=Side splits, side lying work with top foot in strap, Cadi=side lying work with springs). Additionally some self myofascial release might be useful in those muscle groups. Stretching the external rotators could be helpful too (Figure 4 stretch standing or supine).
